所以，主语是the rate了。 所以要用is。

根据XDF语法笔记，如果原沮是倒装，除非其它选项都是错的，否则正确选项不会改变原文的语序。原文用倒装表达的语气改为正常语序之后就会丢失了，正如only, first这类限定性的修饰词不能去掉一样。

on earth是修饰indication的，不能分开。因为愿意是说在地球上最确实的太阳黑子活动的标记(indication我翻得不好，理解就好= =b) 就是年轮。天知道在宇宙里还有多少种标记可以用来考察太阳黑子活动周期
