As technologies and the demand for certain services change, many workers will lose their jobs. The responsibility for those people to adjust to such change should belong to the individual worker, not to government or to business. ------------to what extend you agree or disagree bla bla blablabla---------------------------------------- Who should be responsible for the unemployment arising from the change of technology and criteria of service is a complex and conversival issue. Some people tend to believe that individuals themselves should shoulder the responsibility, however, according to my concern, the answer depends on who should be responsible for the changes and on the extend that the changes evolve.
Normally, most technology innovations are came from few leading companies in specific industries. Windows operating system offered by Microsoft is a fitting and very typical example. The proliferation of Windows OS in 1990s led a revolutionary to office business work and enormous employees suffered from switching OS from familiar MS-DOS to Windows. In this case the companies, both Microsoft and the companies of employment, have such an obligation to provide support to the employees. The company should offer trainning courses on how to use Windows OS for its staff whose work is related. If the employees lost their jobs because they were uncapable to use a Windows OS withour any trainning or instruction from the company, they should not be blamed for the laying-off.
On the other hand, government also has responsibility for the unemployment since it is a natural obligation for government to make effort on unemployment rate control. Moreover, another duty for government is to take macro control on technology and service development. If the development reveals immoral tendency, government should prohibit organisations from conducting further research and from performing improper service.
However, above reasoning does not mean that the responsibility should be entirely borne by government and business in all circumstances. When new technology and service is adopted by the company employee should forwardly update their knowledge in the field. If they failed to adjust to the proper and legal changes despite there were sufficient trainning available, no excuse for them to evade the liability for unemployment.
To conclude, in order to confront the problem, a balanced approach should be promoted. The adaptation to updated technologies and specific services needs effort not only from community but also from individual empolyees themselves. |
