这题很典型，大家都来看看。
我个人觉得A选项比BE要好，原因如下：
A:后面一串都是修饰A consortium，句义完整。且后面用了 capitalizing ，直接表明起发起对象是 A consortium，不像D会造成歧义。
B：while主要是句义的问题。while 表轻微的转折，这里没有这个意思；如果做当。。。时候讲，也明显不对。
E：后面的relationship该用复数

可能我的理解也有问题，大家一起看看
