Reason:
1)  From ... to ..., (ETS like in order, so no To...From...)
2)  For thing alive, use A's B;  for not alive, use B of A (or structure like this "market in the country")
3)  In this structure "WHICH" CAN refer to "MARKET"

2. that emitted annually by all

the total amount of pollutant emitted annually by vehicles at o'hare international airport is twice that emitted annually by all motor vehicles in the Chicago metropolitan area
===> "amount emitted annually by ... at ... "    VS   "amount(that) emitted annually by ... in ..."   ERFECT

the total amount of pollutant emitted annually by vehicles at o'hare international airport is twice as much annually as is emitted by the motor vehicles in the Chicago metropolitan area
===> "amount emitted annually by ... at ... "    VS   "amount(omitted) is emitted by ... in ..."   not as good as former one
2nd "amount emitted annually by ...at... is twice as much annually as ..." annually repeated

if it is like "amount emitted by ... at ... is twice as much annually as amount/that emitted by ... in ...", then it will be better.
