不是吧？在我看来，AS an expert does，这个就是句子。。。。
还有没有别的解释

我觉得最明显的错误就是 deciding whether to authorize a loan,这个应该改成 decide whether to authorize a loan,这样才和diagnose平行.

不明白，这里根本就没有and，哪里来的平行？？？

不是有and/but才需要平行.decide和diagnose都属于计算机的使用目的,用deciding则表伴随了,意思就不对了.

A的错误在于没有对computers的三种可能用途做并列表述。deciding应该改为“decide“。而”other purposes" 前应该加上“for”。
所以对A的改正应该是“computers that will be used to diagnose..., decide.., and for other purpose such as these."
