因为有AND，所以第一考虑就是平行啊。
平行的话，只能是和stressing 平行，时态平行应该是一个注意点。
GMAT 合并同类项是家常便饭，只要没有歧义。

怎么就不能做为动词跟are平行呢？

不知道我的回答属不属于循环论证哦
因为我看到了and， 所以我第一考虑就是要时态平行，用ing，不用现在时。
如果前半段是现在时话，后面的一般也用现在时。

从句子意思上这个原则也是适用的，你体会下。

那个帖子不是木有结论么？咋考场上一定就B呢？那照你这么说invest那个题就可能选invest而不是investing了？

帖子就选C吧，我是说考试时候这种主谓宾，只省略谓语be的，我是看不出来这种省略形式，所以可能会选B。

A:无逗号光秃秃的and出现，必是并行并列的标志，平行主体必须形式对称，功能对等。investing与stressing并列，两者功能成分也必须相同，前者是谓语，故后者也只能是谓语，无法做分词短语。


Q:be这样可以省略吗？
A:可以。不用重复Be动词，AND清晰表明与stressing平行，扮演相通角色，共享be，省略无歧义。
以下两种情况不可省略：
1.时态不同
2.固定搭配


Q:我觉得C是不是更好一点吖？
A:C中are与invest并列语法本身并无问题，其瑕疵主要有2：
1.语义。
政府正在强调艺术对经济的重要性，是一个持续概念，与因此产生的投资的延续性产生对应，两者是同时发生的，前是因，后是果。故进行时态更优
2.固定搭配
mean=way，表示方式方法，mean/way to 表目的更优
