这句话的逻辑是对比。比的是plan,一个是ambitious plan,一个是a series of small steps，前后两个plan的目的都是protect salmon等鱼类。
决定推迟前一个，而是（决定）实施后一个。否定的不是to protect鱼类，而是否定的ambitious的方式。
C的逻辑instead否的貌似是前面的for protecting salmon的purpose，逻辑上不通。

Split是 AND 和ving，这就看句子意思了。and链接两个独立的句子，但此处后者是对前者的补充，并不是无关联的独立两个行为，所以不能选C
