我看了之前各位牛牛们滴讨论，但是还是有疑问。
首先，到底是什么比较？是修饰rise呢？还是比较2.8 percent这个数字呢？如果是2.8 percent这个数字比之前的小，可不可以用lower呢？
其次，rise是vi吖~它是省略了什么？

比较双方要对等啊。。。前面是employment costs rose, 后面也应该是they did 之类的要补出来，不然就不知道什么和什么对比了。
they were什么的也是错的。

这里是雇员的费用增长了2.8%， 用lower不太好吧。lower是不是物理上的高低的意思。。。。
