worth前省略了that are，是用来修饰goods的定语从句。

不是说定语从句中的先行词是作从句的宾语时，才能省略吗？这样也省略，这叫不叫省略不当。

再看大全920：

通过这两道题，难道定语从句的that作从句的主语和宾语时都可以省略吗？但以前好象听说只有作宾语时才能省略的呀。

查了一下字典，确实worth在这里作为介词比较说得通。

worth, prep, 相当...价值：a car worth $20000
