答案是B，为什么D不对呢？我觉得D的it不就是指maintaining吗？对称得挺好的啊~
还有如果一定要以maintaining dirt roads cost...开头这句话应该怎么说呢？？

d 后面有for。。。不对称
it不能指代maintaining paved roads, 如果用d的开头后面可能要全不出来，太长了， b好

maitaining dirt road 应该是一件事情吧，it 不能指代一件事情啊~~
