thereby activate 中间省略了TO所以平衡
可是都有哪些情况是可以省TO 达到平衡的呢？
如果不看答案是不知道它省略了TO的

说点个人想法吧，不一定有用
先说说为什么不选A吧，which在formal written English中，不能指代句子，只能指代词语
那么这个地方就变成了exhibit, which thereby activates
activates的主语是exhibit，不合逻辑

至于D，我个人认为那里不能理解成是省略了to
encourages visitors to “touch” each exhibit and thereby activate
这里activate的主语是visitors,但是不能理解成encourages vistors to touch and (ecourages visitors to) activate
从意思上来说，activate并不是encourage的后果（从thereby可以看出，是之前行为后引出的行为）
因而and后面应该理解成visitors主动去做的，就是project encourages visitors to touch and thereby （visitors）activate...

按照OG的解释，encourage vistors后接两个平行的动词组 to "touch" the exhibit和(to) activate...

It makes more sense to make the visitors the agents responsible for the action of both the verbs—touch and activate. Because to
"touch" is an infinitive, the second verb form must be, as well, though the to may be implied.
