C 的话1，没有would;   2,expectation of personal spending in the july-september这个强调是对这个特定的personal spending的期望。而本文作者的本意是不只是对这一个名词的期望，而是说对于比之前好的这个事情的期望。  3，that 也可以就近修饰 quarter. 但是逻辑不通。那如果要去修饰expectation的话，第二点就要成立。

既然结构错了,讨论that it....修饰啥也没必要了.其实按就近原则和意思上来理解，写这句话的作者的本意是想要"that it....."modifies "personal spending".
不过句子都已经犯语法错误了， 那就不用在错的基础上继续讨论了。

expectations 的结构只有两种：
1、expectation of NOUN(OR GERUND)
2、expectation that x would do Y.
这属于idiom的范畴了。
若要讨论prep.+noun+v-ing在什么情况下是合理的，就又要另开一贴。<--------根据这个可以得知OG解释说D is not technically wrong 是不正确的。

请问一下，我一直不太清楚这道题是拿什么和什么比较呀？正确句子是：Retail sales rose 0.8 of 1 percent in August, intensifying expectations that personal spending in the July-September quarter would more than double the 1.4 percent growth rate in personal spending for the previous quarter.是personal spending和1.4 percent growth rate比较？这也说不太通吧？

Retail sales rose 0.8 of 1 percent in August, intensifying expectations that personal spending in the July-September quarter would more than double the 1.4 percent growth rate in personal spending for the previous quarter.

个人感觉是不是比较的是personal spending (in the July-September quarter)和 personal spending (for the previous quarter) 句意是零售销量的增长in August 增强了 July-September这个季度的personal spending的增长率将会比上个季度的personal spending (1.4%)的增长率至少翻一倍 (2.8%+)?

做同位语，语法上没有错。意思上古怪，讲两遍expectation的内容。
