A的修饰是允许的，当句子结构为S+V，which...的时候，which指代主语

而C的with才有修饰的歧义，究竟是修饰them还是修饰agreement

补充一点，B和C中后半句的they和them的使用都是有疑问的。

they在此处语法上只可能有一个指代对象，就是investors。但是签订这个agreement显然不是不同的investor之间签订，而是这家Bank（卖方）和investors（买方）签订。they无法包含前者，意思表达是错误的。
