为什么B不正确呢? 什么时候可以用on the grounds of , 或 in that 的结构啊

好像讨论过：

意思上：D是避免duplication；而B避免facilities；前者更好。注意中心名词的作用。

另外：（不太确定）逗号后的部分，应该是修饰整个句子的。我们知道on the basis of 一定能修名词（或者动词——我也不确定），而且一定要修一个东西才行，但它不能修饰整个句子。所以，没折，占了位子不解决问题，当然错误了。

刘振民的解释是胡批, 并不是avoid duplication 比 facilities 好, 而是因为duplicate 本身就可以做形容词, duplicated是"复制出的"意思,

但我想请教大侠们的主要内容还是, on the grounds of , in that ,都分别怎么用, ETS 对这两个东西的考点思路是什么
