As for me,the use of "with……" is somewhat ambiguous because it can either modify the floor or the "who" and the use of "the power of doing" breaks the idiom,"have the power to do sth".
Also,Choice A is perfectly organized since it creates a smooth parallellism between "who dwelt in" and "who had the power"
