这个大家一定要理解句子的意思，然后答案就容易出来了。
句子前面的意思是说 一项调查发现美国人民同时有保守和自由的政治观点，然后举了个例子，他们唾弃大政府，说政府做的事情太多了变得太有权利了，但是同时他们又支持政府做全民健保，教育和环境。

这样一看的话就知道划线部分的大结构是 。。。。。 while at the same time .....
第一部分的后面是阐释他们如何唾弃大政府的从句，所以三个部分是   句子1，句子2 转折，句子3
句子1和句子3 是平行结构，句子2是从句
