这里temperatures are so cold是个完整的句子，and连接前后两个句子，如果后面没有be动词的话，就不是一个句子，就变成了句子and短语
这题最主要的是the ice cap是单数，而temperature是复数，怎么能共用一个be动词，一个是are, 一个是is.
