前面的WOULD ENABLE表示的是虚拟状态，是虚拟的，而比较的后半部分有一个currently，表明是现在真实的情况，所以用的是are来体现现在真实。所以would 和are是两种“语气”的比较

我同意你的两种时态的比较，但是我觉得这个than后面的are似乎应该是和receive在同一层面上，还是不太明白，呵呵

这个句子有省略成本，完整的应该是 at speeds much higher than speeds are currently possible. 比较中相同的成分需要省略，所以第二个speeds被省掉了，are没有被省的原因是时态不一样。
