选C答案.

答案米有问题. 偶也选出来了. 可是这个D选项觉得很不舒服. 很难排除. 这个D错在哪里呐???是不是单复数的问题?

不过这里的被动不好/单复数不对足够排除这个选项了

C句意思是用A的形式取代B，

D句意思是把B当作A进行改造。

suggest 后面直接用原形

这题偶也错了，郁闷。

google了一下，penitentiaries和penitentiary都可以。suggest...as 也有很多。接下来唯一可以做判断依据的就是句子的意思啦。不知道有没有选c的NN们可不可以帮忙解释一下。
