A 错在用了is, demand后面用虚拟语气，that从句省略了should，所以要用原形。

it指代budget，budget不能be spend。花费的可以是money，但不能是budget。

因为demand表示要求所以用虚拟语气 此时 should 必须省略 后加动词原形 因此A的 is 错了
