the national transportation safety board has recommended the use of fail-safe mechanisms on airliner cargo door latches assuring the doors are properly closed before takeoff and to prevent them for popping open in flight.

答案选是e
白勇语法上面说，d是强调动作，不是xdf说，主动优先么，而且d选项比e选项更简洁，e使用了从句，而d使用的是短语

这应该是平行结构吧
划线部分应该和后面未划线部分and to prevent形成平行
但d的to assuring 和to prevent 对应不上而 e的to assure 能对上

xdf 是这么说过但是我觉得应该首先尊重原文的逻辑意思的前提下选择相对简洁的选项
d选项是改变了原文的重心

优不优先不是什么词都适用的~比如Assure这个词，碰到后面一定是That的！

根据白勇语法书给我的灌溉，我这么认为的，assure that强调that后所加内容的状态，即the doors are properly closed。结合后文所说的before takeoff，就是说确保在起飞前门是关着的。而不是强调closing，即“关门”这个动作。所以根据前后文判断吧，不一定总是主动优先~~这是我的理解。恩恩~
