A其实比较啰嗦，但是D为什么对？
Reduced the amount of time workers needed。。。。workers needed来作定语不是有点怪么？

破折号里的省略掉之后，也就A能用了吧。CDE前面感觉如果加个THAT，应该就可以考虑了吧

最大的问题是“they”指代不清，按结构可能指代New equipment and other improvements，不合理

A这么复杂,和D比起来就一定是错的
D中workers needed作定语很简约
A太WORDY.
