Tactically, if it's not big money to you, i would say to secure a seat with haas first if you decide to go study this year.
Strategically, the question really comes down to what you want to after mba and what the school offers. If you are confident to shoot the top 3 and that's what will make you happy without regret, don't just go to a school that can't satisfy your goals. Haas to me is a great school because I'm focusing on product innovation. So I care less about the network in China. That's a weaker point for Haas compared to any of M7. But it is also stronger in other aspects. However, all in all if those strong points are not what you look for, then those points are less valuable to you.
