GMAT有一个句子优先的原则
如果分句的主语和主句的主语不同，则优先用句子的表达方式，而不是用分词短语来表达。除非分词短语的逻辑主语跟主句的主语相同。
这里交代的2件事情有明确的主语cost of wireless service 和mobile phones ，而且不同于主句的主语many people，因此用句子来表达比较好。

我只能这么说  SC里面WITH结构正确的我在 OG12里面还没看到过  XDF老师上课说这个结构就可以直接当做错了  
这题WITH句子后面的主语是人    而WITH句子里又有自己的主语  所以不对
