逗号后的全部修饰 SIX-HOUR WORKDAY， 为了理解句意黄色背景的部分可以忽略不记。其实就是ACCOMMODATION TO AN ECONOMY

句子意思就是：R，C，S实行六小时工作制，不是把它做为一个权宜之计而是做为（对一个因为高科技而过剩的经济的）长期调整

不知道对不对，请指教

由于复习到这道题，又把这帖子顶起来讨论一下：

accommodation to后面的成份应该怎么理解;还有what (many observers thought) was an economy made overproductive...这句话怎么理解？个人认为应该是“那时的经济由于技术得进步使得industiries生产过剩” 请NN解释一下。。。。。。

在accommodation to what many observers thought was an economy中，真正的插入部分是what many observers thought was ，不能单单只说many observers thought ，为了强调就是observers 认为的那种economy，什么样的economy呢，后面-ed做定语的made overproductive by advances in technology给出了解释。实际上，如果不强调是observers强调的那种economy的话，完全可以accommodation to an economy.

这里的many observers thought是嵌入式关系分句，类似于插入语
类似的还有：She has an adopted child who (she says) was an orphan../ I've got a proposition that( I'm sure) will interest you.
或者也叫复合定语从句，《高级英语语法》薄冰，P541。
I've climbed mountains by routes (the guide said) were impossible.
 

最后这个例句不对把?

漏了代词, that, 后面的部分是个从句, 如果没有代词, 则这句话就有2个谓语.

我认为应该是:

I've climbed mountains by routes  that (the guide said插入语) were impossible.
