看了大家的讨论深受启发，终于搞懂了一原来没想通的关于比较中的it特指和that泛指的问题。现贴过来供大家归类比较。
17. In the 1980’s the rate of increase of the minority population of the United States was nearly twice as fast as the 1970’s.
(A) twice as fast as
(B) twice as fast as it was in
(C) twice what it was in-正确
(D) two times faster than that of
(E) two times greater than

斑竹，这个怎么用it/that来解释呢？这里是应该用特指还是泛指呢？

我认为错误的原因是rate不能用fast来形容。这样就排除掉A,B,D。

偶认为RATE 翻译为速率

固只能比大小不能比快慢
