请教:  A of B that 是修饰A还是B?

我觉得有时候，如果AB单复数形式不同的话，是看that后面的谓语动词形式来判断。但是大多数时候似乎是指A of B这个名词词组，即核心词A。

这里的that修饰的是phosphates,不是amount. 我就迷糊了.

我觉得这里就是修饰amount的呀，降低了市政当局允许的倾倒phosphate的量。为什么你觉得是修饰phosphate呢？ 是OG说的吗？

我是说，是amount of phosphate这个名词词组，翻译成中文就是phosphate的量。你觉得是这样的吗？

前辈讨论过这道题,that修饰的是P,因为被允许dump的是P,而不是P的量

额 那是不是这个that是引导一个解释性同位语结构，必须紧跟所修饰的名词，那这样想的话，就是修饰phosphate。 是吧？

应该是定语从句哦

that 有就近修饰的嫌疑吧，但好像不能作为直接排除的依据，因为也看到过 A of  B 或者 A in B 后接that修饰 A 的正确答案，具体例子我想不起来了，只是记得不能直接排除
