it 代回原句只能指代spending或者presidential campaign，都不符合题目意思，所以A错
根据省略的原则，被省略的部分一定是跟前文完全相同的部分，而C中have been后面补出被省略的动词应该是accounting，前文中没有相对应的部分，所以C肯定也错，同时还可以从时间上判断，1992，已经是过去的时间了，在1992年之前，不可能用现在完成时。

我觉得即使加了it，那还是错的，首先比较的就是宾语了。it一般来说偏重指代主语。
