我认为D是错误的。举个简单例子：

A is as important to B as C. 则至少下面两个说法语法没有问题：A is important to B; C is important to B.

回到D中，按照这个办法则：

the invention of anesthesia was essential to the development of surgery -- 没有问题

the invention of the propeller was to powered flight was essential to the development of surgery -- 明显不符合原意

所以D是错误答案。

和 he invention of the propeller was （essential) to powered flight

字典里是说，as...as...用于副词或形容词之前构成比较句型
1，第二个as作介词时，一般直接跟宾语（如15楼的例子－A is important to B as C)
2, 若第二个as作连词时，后面就变成跟句子，如：she is as good  an actress as she is a singer ／ His eyes aren't quite as blue as they look in the film.

而选项中，要构成比较，而且要连接the invention of the propeller was to powered flight 句子的话，似乎还是用as...as...比较好。
所以还是选D的好
