这道题目正解是B，我选的是D。 可是为什么represent not 是对的表达呢？

正解是E，我选的D。因为and 前面是the first， 那E中前面多了一个ONLY不是就不跟AND平行了吗？？？

D zones are a pricinple 显然是不对的..
这道题考点之一是not A but B
有两种用法：一是词组用法，not 和but不一定在助动词后，这是AB要平行
                  二是非词组用法，not必须在助动词后，but前后不需平行
这里用的第一种

真正的意思应该是
the proposed urban development zones represent not a......,也就是说它没有呈现出或展示出这样一个new principle
而D选项成了

the proposed urban development zones are not.....句子意思成了它自己本身不是一个new principle

你先看下原句的意思是 only要修饰the second
而D选项only 修饰的是published by导致原句意思改变  

对于你说的为了平行的情况
E选项是平行的
the first .... and only the second....only 起到的是修饰作用,并不影响平行
