我跟prep上的理解一样，如果你真的要用as的话，那么也不应该用do，这里如果要省略的话，因为后面是 have eliminated，所以前面必定也应该是have done的形式，而且在省略中，往往是可以省略verb，仅仅保留助动词或者情态动词，所以就是保留have。
而且这里比较的对象也是不同地区的officials的做法，所以A会有歧义。
此外，as只有引导让步状语从句的时候才倒装，这里我觉得A可以改成as those have eliminated in，而且关于这个those还是不可省略的，因为officials在各地不同，所以不是一个相同主语不可省略。并且as后面的have done也不能省略，否则会造成'as+名词表示作为"的错误出现。如此相比D之下A就不够简洁。

请问　如果是as have those  in的话，那么主语是什么？？as要求后面是句子，有主语，你那么讲的话不是没有主语了嘛？？　　另外即使你说those是主语的话，那么把主语放在have 后面　可以嘛？？　是倒装嘛？

我只是发表个人意见…… as后面的确有倒装结构，如果是as have those in的话，整句话的主语依然是前面的officals，但是as后面的分句主语就是those了

如果你有疑问的选项是A的话，我觉得A应该改为as  have those in才可以 A的问题不仅仅是do和后面的have不对称，而且districts和前面的officals也是不对称的 不是“地区”eliminate了XXX

umm...比较从句里面也是可以倒装的.

我当时也想了 觉得印象里as的倒装很多的，比较结构应该也可以，可是我不太确定就去查了一下，结果说as引导让步状语从句倒装。。所以我就保守的写下了 as those ，难道不能不倒装么？
