楼上的那个句子结构如果那么划分的话，很明显spending的逻辑主语变成了medical services，而spend的逻辑主语应该是doctor，所以可以排除这个选项。

仔细看这道题 - enrolled in xxx plans that impose, require, spend. plan做的动作是impose, require, 而spend在这里解释plan很牵强。但是spend对之前require doctor之后的结果作说明有明显联系。所以这题就是一个提醒，拿到题的时候还是要注重语义，否则光看平行，直接就xx.
