这里or前面是consumption做主语，后面是they做主语，这里的they显然不是指consumption，而是指代了“暗示的”elderly people，即they没有明确的指代对象，所以不合适。

这样的逻辑意思不清晰：
在大于百分之40的人中，他们。。。。。
这样中文看来，表达也不好。所以肯定是错的
