C错的原因是不是因为violate和allowed时态不一致?

I think you r right about the disagreement of the tense.  Moreover I recalled reading it somewhere that whenever law + that, present tense should be used for THAT sub-clause.   Correst if I am wrong!  3x~

根据白勇语法,区别在于:定语从句作定语,表示动作的一次性和不重复性,强调在特定时间的行为;分词作定语强调动作的重复性和无时间性。所以,对于国家法律和政策来说,分词作定语比较合适。

    on the ground of        +    n./phrase

2. I think the key point to solve this question is the idiom: "the rule/law doing", doing refers the content of the rule/law.
