A答案 是一个特殊的并列，一定要记住，就是A and B,as well as c .

a是正确的，propose and pass laws，用and表示顺承关系，体会意思，发现两个动作有连贯性，关系更紧密。

抛开答案不说，是不是a procedure that allows voters to propose，pass or repeal laws更好，但这里用and好像强调了这个procedure行事方式的可选择性。并列句中and前后的两项要一致。
