请教版主，“天蝎座1107”一个语法问题（OG11-4）

这道题知道为什么选择D，只是在看到“天蝎座1107”mm写的prep总结中关于what从句的部分时，引出如下想法，想向天蝎座mm和版主求证一下： 

OG给的解释是what it was awkward. 我觉得还有一个问题就是
                what it was. 中的it没有指代，因为前面说的是female ministers 是复数，如果把it改成they 即double what they were in 1997，且同时没有
                double the figure for 1977这个选项时，且按照effectiveness考虑的话是不是就正确了？

因为跟在double后面，所以what其实就是指figure，而they指代的是 female ministers，minister是figure，逻辑上不合理。

向下面这道题依旧有糊涂：
last year, land values in most parts of the pinelands rose almost as fast as, and in some parts even faster than what they did
outside the pinelands.
这里的Thay因该是指的是前面的land values，但是两个land values不是相同的概念啊，一个是pinelands的，一个是pinelands以外的。是不是用they也不对呢？感觉有些晕，应为觉得这句和A survey by the National Council of Churches showed that in 1986 there were 20,736 female ministers, almost 9 percent of the nation's clergy, double what they were in 1977没有太大的区别啊？
那是不是我上面写的弟2条是错误的？晕~啊
