先看一下牛津上面require的用法：
verb (not usually used in the progressive tenses) (formal)  不过注意一下，这个题里的requiring 并非进行时态，而是分词作定语修饰laws.

我们看了以后发现正确答案里的require应该是这个意思：

也就是require后面+名词
所以希望XDJM们不要急着把require翻译成 要求/需要 什么的。直接去看牛津吧。。


现在我们把这个句子简化一下。
Last week LS held a conference to ... , saying that their complaince with laws is protecting adult sea turtles.
（备注一下，OG里说了is protecting 的主语是complaince 所以我不同意楼上的“ 要求 保护海龟”的说法）
而requiring turtle-excluder devices on shrimp nets 是laws的定语。paraphrase 一下就是 laws (depended on  一个 XXX的device)。


现在再来剖析C答案，用“为什么C选项中的require不能修饰Law，然后require + protect 构成虚拟语气呢？ ”这种思路
先看 后半部分：laws that require XXX设备 protect adult sea turtle.

对照牛津字典，我们可以发现这里的require的用法是：

一切看起来都很和谐（所以我第一次也选了C，而且百思不解为什么不选C！）

但是我们现在把整个句子拿出来

我们可以注意到：saying that 后面的那个从句 它没有了谓语动词！！！！！ 找到原因了吧~呼

E选项结构正确，与B选项的区别之处在于修饰law，一个用doing，表示现在以前都存在的，一个用to do表示以后才有的，从原文非划线部分来看，这法律已经实施了，所以选B更合适。
