(1)关于it的用法：Ron说过pronoun ambiguity的判断是需要common sense的，从meaning上讲，这道题前半句就在讲radio as a private tool, 后半句在(instead)转折后，当然从common sense上讲是说其实radio is a public tool.
P.S. 除非是单复数pronoun的问题，一般pronoun ambiguity我一般都不作为主要筛选对象，因为肯定出了这个pronoun，还有更明显的问题。

(2)关于that的modifier问题：曼哈顿有一节专门讲了modifier的touch rule的三个exceptions:
（1） 介词短语: He had a way of dodging opponents that impressed the scouts.
（2）主句过短，从句过长: A new CEO has been hired who will transform….
（3）non-essential phrase intervenes and is set off by commas: Our system favors states, such as Delaware, that….
这道题符合第一个，另外，(2)也经常考到。

不知道博主还在不在你说的第三种情况下的跳跃修饰，是说如果插入的句子是可有可无，而且that与前面的句子用逗号隔开吗？是这个意思吗

        RON：with "that" modifiers, you can have a whole bunch of stuff between the noun and "that", as long as the meaning is still clear from context.

ron在一道og的题目关于that的解释

个人理解：

a tool for private conversation that

这里的that修饰tool 不是 看主谓，而是manhattan里面说得很清楚的一条：

a tool for private conversation这是一个介词短语，中心词是tool，后面的定语从句是限定修饰中心词的，不是限定修饰介词短语的其他成分；

如果从语义来说，it没有指代上的问题，因为不可能是telephone has become a tool for communicating with a large, public audience. 这里语义上要求it必须指代radio.

当然，如果it换成radio可能更清楚，但所有选项都没有这样做，就这是RON说的，说明这题根本不需要考虑it的指代问题！
