我的问题是,establish是前面分句引起的结果，那么D错的原因是不是因为句子里的两个for都错了- 第一个for无论是表原因还是表目的逻辑上都错；第二个access for people搭配不当？

B里的and otherwise是不是修饰workers的？

我觉得理解成伴随比较好,establishing由 bill发出,表目的常用不定式,for表目的后接名词多比如purpose之类

access to 固定搭配-有权使用

 who are changing jobs and otherwise could be uncovered for months 整个定从修饰workers
