虽然C为正确答案（其他项中都有明显错误），但我扔想请教亲们：

States impose limitations on the authority of the legislature to borrow money 与

States impose limitations on the authority of the legislature for borrowing  money， 

 是不是后者更好呢？

第一句，这种结构中的to do 逻辑主语是主句的主语。容易理解成 国家 impose的目的是borrow money,而 states impose 的目的并不是borrow money.  

第二句，用for borrowing money, 表明了是legislature的作用，它是用来borrow money的legislature. 

所以我觉得for borrowing money 更好。请亲们点评一下呢~~
