第二题我是这么理解的long before这个时间状语是限定前半句话的，也就是说在移民流行之前，J已经把巴黎当家了，如果去掉she,那么时间状语将修饰后面所有内容

你问的不是allowed to dump吗？ 这个不就是被动语态么

如果是reduce的时态，reduced这个动作发生在1972， 过了1972 总不能一直下降吧...过去时没问题
