答案选E，但是这样lack不就作动词了吗，但是lack作动词不是不能用进行时态吗？而且一般用法是lack sth. 和be lack of sth. 吧？还有就是them是不是也是指代错误啊？becoming 和 that becomes 怎么判断？非常感谢！

lacking是形容词  lack是动词或名词~ 没有be lack of sth ,them 前面只有一个复数名词，不会有歧义的~becoming 是现在分词，这里作定语修饰economy, becomes是动词，这个题里还是becoming 更好一些，表达进行的状态,becomes表达不出来
