我也选的D，现在想出来的理由是，D错在表目的不能用“for doing”，只能用“to do"。在E中，it指代白宫，“the federal advisory committee of experts”做后面定语从句的宾语，这个时候似乎先行词是可以省略的。比如说The book I bought is red.就省略了book和I之间的that。
assign ....for.....,是说为了什么而抽出整体中的一部分，assign A forB, A 多数都是用一些泛指的名词比如说a/an+n或者是a few/ some/how much 等等，如果该题用some of the committee of experts assigned for doing a report 应该是没有问题的
好问题～ 一开始我也选了D 我觉得 it 应该指的是 the white house 作同位于成分来修饰experts experts (that) it (the white house) assigned to do a report on the history and ethics of the government’s radiation experiments on humans in the 1950’s and 1960’s 如果用they，就近指代experts则后面的assigned就不对了，应该加上were；或者干脆直接把they去掉。 另外，assign做指派的时候后好像也只能用to Open to discussion
