只从从形式上看不管句子意思的话，如果regulated，mandated，required要并列，required前面需要有and

E 中的mandated 这一动作是句子主语ordinance of 1897发出的,不是修饰成分,应该说是谓语吧,而
        regulating the use of bicycles 才是修饰ordinance of 1897 的
