这道题我看了很久，对require的用法不是很了解，正确答案是c，那么a为什么错呢，不是prep笔记上说对法律等这些次的修饰用ing是可以吗？还是用被动语态不好呢？

saying that从句的主语compliance是单数，所以谓语protect也是单数，排除ACD
requiring是laws的定从，所以是B

我想问一下protect为什么不用第三人称单数形式？如果我分析的没错的话，从句的主语该是their compliance，为单数，那么不应该用protects或者is protecting吗？
