(这道题目我的答案是B但是gwd真题所给的答案是E,可是我想了半天都没有想明白这是为什么,请高手们多指教指教 ,呵呵)谢谢:)

如果选B,用granting***修饰the ordinance.那么前面regulate,mandate,require是3个并列的动词,最好要在require前面加and吧.
