显然不能，这里强调的是两种动作之对比，要平行，就是being dwellings 和operate as businesses；排除法选A

No, it is not complete without 'being'. being dwelling --- as business. you can sense it after you read 10 times

     对不起，是我们疏忽了。由于这个题目讨论过太多次，所以理所当然的以为一定可以找到的，却忽视了题号不统一的问题。

     我觉得being不能去掉的原因是因为句子意思决定的，假设去掉being的话，怎么读都不能理解。

另外：
have/earn/achieve etc the distinction of doing something

=have the quality of being special in some way

ex：At that time, it had the distinction of being the largest bridge in the UK.
