 答案是D，我选了E。被动和there be，我还是选了被动，结果错了。。。求助NN~~

D E用时态， 过去完成不能直接跟现在比， 过去时空缺。   虽然这是我最不想用的方法。。。

话说while用的应该问题不大

话说过去完成时表示在过去做完的动作，一般是为了跟一般过去时作对比（比过去还过去）出现的，跟现在比的话，一般过去时足够用了

D没有明显的瑕疵，并且个人认为but比while更清楚的表示转折

所以D是更优解

回答下这位同学的问题：dedicated用来修饰的是network而并不是are dedicated的连用，其实相当于network that dedicated entirely...而一般在GMAT中名词性从句一般应把that 省略更简洁。
拙见仅供参考~~

network自己无法dedicate，而是被用于，动作必须由人发出
