不是，我觉得C中通读全句that uses thin layers of extra paper to decrease the amount of oxygen when it enters the cigarette, thereby slowing the rate at which it burns and lowering the heat it generates.

hightlight出来的it指的是oxygen,但是后面两个it都是指cigeratte。这里it明显的指代不明。

                use sth to do才是固定搭配，which指代不对

C用that从句，则表明use 的主语为that所修饰的对象cigarette，逻辑意思不对，并且同一句子中同一个带词it的指代不一致

D中and前后不并列,并且for which还是没有in which好

E中which不对，using也改变了意思，变成了use的动作执行者是cigarette， in doing也不对
