they指代的是public schools

这里的as...grades作为插入语

E中为什么要have呢？have做什么解释呢？

我觉得they 指待Officials,因为E中不是已经有in了么?有表示地点的状语了啊......所以这里有点迷糊,不知道究竟they是怎么指待的,所以还请AlienX仔细给分析下吧....

well...

First, OG11#102(yellow)上說代詞不能指代介詞的object.  這個說法不完整.  OG11上說是一個correctiveness的問題; 實際上的一個effectiveness的問題.  In other words, 指代對象最好不要是介詞的object.  語法書上有提.  而且GMAC間接accept了這種說法, 因為OG12#105(which is OG11#102)把"代詞不能指代介詞的object"拿掉, 換成"unclear".

Second, 如果they指代Atlanta's public schools(they絶對不能指代public schools, 如果可以, those這個字就沒有存在意義), 那句子是: Officials in Atlanta's public schools, as they (Atlanta's public schools) have (eliminated) many districts across the United States, have eliminated....
也不make sense.

恩，先谢谢AlienX的精彩解释，但是我的问题是：they指代Officials，而并不是Officials in Atlanta's public schools，那样的话Ｅ选项放在句子中不就是这样的么：

Officials in Atlanta's public schools, as they（officials） have in many districts across the United States, have eliminated recess in the elementary grades, calling it a waste of time that would be better spent on academics.

这样不就对称了么．．．．．我是这里不是很明白，还麻烦AlienX指点下

其实要看那两个部分平行，
我认为是第一个逗号两边的部分平行， 谓语动词此时还未出现，所以不予考虑

Officials in Atlanta's public schools, like those in many districts across the United States

如果翻译成中文的话， 应该是：和其他地方的官员一样， 亚特兰大公立学校的官员。。。
